Council History
Top of the Ozarks Resource Conservation and Development, Inc was authorized by Congress in November of 1965.
Early projects included improvements to roads, bridges, water systems and sewer systems. The projects have changed over the years as new counties have joined the R&CD Council.
The Council is comprised of representatives of the County Commissions, County Extension Councils, Soil & Water Districts and At-large members from our ten county region.
The mission of the RC&D Council is to assist local communities in improving the quality of life by coordinating efforts that will enhance economic development, social well being and intelligent management of our natural resources.
