In 2004, the Bootheel RC&D Council developed a long-range area plan, which includes the following goals:

Bootheel RC&D, Inc. has identified resource concerns and problems within their six county area. These have been outlined in the area plan with our goals listed to target these concerns. Information from the approved long-range area plan will be used to develop concise, accurate and timely annual work plans for the Council. This guidance makes available productive leadership, coordination and participation in community and county projects designed to meet these goals.
Implementation of the plan will provide increased rural economic development, improved understanding and use of natural resources, innovative agricultural techniques and improved quality of life for residents in the RC&D area.
